NOTICE OF PROPOSED ACTION AT PUBLIC MEETING
Notice is hereby given that during a regular meeting, which will be open to the public and will be held on June 22, 2026, at 4:30 o'clock, P.M., Central Time, at the City Council Chambers in Athens City Hall, at 200 Hobbs Street W, Athens, Alabama 35611, the City Council for the City of Athens, Alabama (the "City") will consider adopting a resolution in connection with an economic revitalization project involving five (5) small business sub-projects, described in reasonable detail herein.
On November 24, 2025, the City Council adopted a resolution approving a contract between the City and Athens Main Street, a local non-profit organization working to revitalize downtown Athens, Alabama ("AMS"), whereby the City provided AMS with funding to be used with respect to AMS' administration of a grant program benefitting downtown Athens, Alabama. Through the grant program, AMS seeks to incentivize local businesses to improve and revitalize their downtown properties. The program is aimed at supporting and incentivizing retailers, restaurants, and non-professional personal service businesses in making permanent, physical improvements to their businesses, including facade improvements, signage, remodeling/interior renovations, accessibility improvements, outdoor enhancements, code compliance updates, and/or energy efficiency improvements. In providing such funding to the program, the City Council determined that a valuable public purpose was served by promoting the economic development of the city, promoting the revitalization and redevelopment of downtown Athens, increasing tourism and economic activity in the downtown area, and creating a climate favorable to the location of new trade and commerce in the city, notwithstanding any incidental benefit to private entities. The resolution required that AMS report to the city council concerning each of the proposed grant recipients, for the council's consideration and ratification prior to the release of the funds.
The economic development project relates to the following five (5) sub-projects:
1. The first sub-project involves The Broken Brush Art Studio ("BB"), located at 107 S Marion Street, which intends to construct various physical improvements, including exterior signage and entryway. AMS has awarded a grant to BB for $7,000, in aid of the expenses and costs related to the sub-project, conditioned upon ratification by the Athens City Council. Accordingly, at its meeting described above, the Athens City Council will consider a resolution that would ratify the grant to BB of $7,000. The City's granting of public funds or things of value as described herein will benefit Broken Brush Art Studio, LLC and Frederic Alan Bush.
2. The second sub-project involves a structure located at 118 N Marion Street, where Wayne Kuykendall ("WK") intends to construct various physical improvements, including exterior facade improvements and interior repairs/restoration work. WK is leasing the space to the Heirloom House, a photography business. AMS has awarded a grant to WK for $7,000, in aid of the expenses and costs related to the sub-project, conditioned upon ratification by the Athens City Council. Accordingly, at its meeting described above, the Athens City Council will consider a resolution that would ratify the grant to WK of $7,000. The City's granting of public funds or things of value as described herein will benefit Wayne D. Kuykendall, Allison H. Kuykendall, and Emily Grace Ennis of the Heirloom House.
3. The third sub-project involves Irons & Ales ("IA"), located at 217 Madison Street, which intends to construct various physical improvements, including expanded bathroom facilities and other interior improvements. AMS has awarded a grant to IA for $13,000, in aid of the expenses and costs related to the sub-project, conditioned upon ratification by the Athens City Council. Accordingly, at its meeting described above, the Athens City Council will consider a resolution that would ratify the grant to IA of $13,000. The City's granting of public funds or things of value as described herein will benefit Irons & Ales, LLC and pvProperties, LLC.
4. The fourth sub-project involves the Shops at Cotton Alley ("CA"), located at 110 E Green Street, which intends to construct various physical improvements, including new exterior signage. AMS has awarded a grant to CA for $10,000, in aid of the expenses and costs related to the sub-project, conditioned upon ratification by the Athens City Council. Accordingly, at its meeting described above, the Athens City Council will consider a resolution that would ratify the grant to CA of $10,000. The City's granting of public funds or things of value as described herein will benefit CRB Holdings, LLC.
5. The fifth sub-project involves Southern Table ("ST"), located at 105 N Jefferson, which intends to construct various physical improvements, including expanded bathroom facilities, interior floor/lighting work, and/or improved exhaust fan. AMS has awarded a grant to ST for $14,000, in aid of the expenses and costs related to the sub-project, conditioned upon ratification by the Athens City Council. Accordingly, at its meeting described above, the Athens City Council will consider a resolution that would ratify the grant to ST of $14,000. The City's granting of public funds or things of value as described herein will benefit Ryan Yokley and UG White Hardware, LLC.
The City believes that this project will contribute to the restoration and revitalization of the downtown area (as well as many historical structures located therein). The City believes that this project will promote the economic development of the city, promote the revitalization and redevelopment of downtown Athens, increase tourism and economic activity in the downtown area, and help create a climate favorable to the location of new trade and commerce in the city, notwithstanding any incidental benefit to private entities. The assistance described herein will encourage economic development and will constitute an economic development project for the City.
